Jayapura residents are set to gain a new public waterfront destination as the Papua provincial government prepares to develop Numbay Park in front of the governor’s office. The planned facility is designed to provide a healthy, inclusive, and harmonious setting for families, children, athletes, and visitors, with construction targeted to begin in mid-2027 if preparations proceed without delay.
The project forms part of Papua’s five-year development agenda and represents a major investment in the quality of urban life in the provincial capital.
The park will stretch along the coastline from the front of the Regional Development, Research and Innovation Planning Agency office to the provincial Communications and Informatics Office. Provincial officials envision a contemporary public space that combines recreation, physical activity, rest areas, and opportunities for local culinary businesses.
As adapted from reporting by topikpapua.com, the plan is being advanced as one of Governor Matius D. Fakhiri’s political commitments to provide Jayapura with a more representative and accessible gathering place.
A Waterfront Development Built for Everyday Use
Muflih Musaad, head of Papua’s Regional Development, Research and Innovation Planning Agency, said the Numbay Park proposal has already been incorporated into the province’s five-year development plan. He said the governor’s promise would be pursued through a structured planning process, with physical work expected to start around the middle of 2027.
The location, directly opposite the governor’s office and facing the shoreline, gives the project strategic visibility while connecting government facilities with a public-oriented urban landscape.
According to reports published by topikpapua.com, the preliminary design includes a children’s playground, sports facilities, a cycling track, jogging and walking paths, and dedicated spaces for visitors to sit and rest. The park is also expected to feature stalls and dining areas serving Papuan snacks and other local food and beverages.
These elements could help turn an underutilized coastal corridor into an active community hub while creating small-scale commercial opportunities for local vendors and food entrepreneurs.
Expanding Access to Recreation and Community Life
Residents have welcomed the proposal as a response to Jayapura’s need for a central public park where people can gather and pursue positive activities. Retta, a Jayapura resident, said the city currently lacks a comparable space for residents to meet, exercise, and spend time together.
She expressed hope that the plan would be implemented soon, describing the proposed design as highly promising after seeing it presented during a recent first-anniversary thanksgiving event for the governor’s administration.
The project has also drawn interest from young people seeking more reliable places to train and socialize. Markus, a local basketball enthusiast, said the planned sports facilities, including a basketball court and cycling infrastructure, could help address the shortage of suitable training venues in the city.
His response illustrates how public infrastructure can support human capital development beyond formal institutions by giving young residents safe places to build fitness, discipline, teamwork, and confidence.
Linking Urban Well-Being With Inclusive Growth
Numbay Park’s significance extends beyond its recreational features. Well-designed public spaces can strengthen social interaction, encourage active lifestyles, support family well-being, and provide a platform for cultural expression and local enterprise. By incorporating Papuan food businesses and accessible facilities into the plan, the development has the potential to connect public investment with inclusive economic participation, provided implementation maintains strong community consultation and careful coastal management.
The initiative also reflects a broader shift toward development that measures progress through residents’ daily experiences, not only through major transport or industrial projects. A successful Numbay Park would give Jayapura a visible civic landmark while improving access to exercise, leisure, and community activities along the waterfront.
As planning advances toward the proposed 2027 construction period, transparent design standards, environmental safeguards, maintenance funding, and opportunities for local participation will be essential to ensuring that the park becomes a durable and welcoming asset for Papua’s capital.
