Indonesia’s military has pledged to pursue the armed gunmen responsible for the killing of a driver in Papua while strengthening security along vulnerable transport routes and protecting civilians. The commitment follows the death of Aris, who was reportedly stopped and abducted before his vehicle was found burned and his body recovered in Mbua, Papua Highlands.
As adapted from reporting by Kumparan.com, the incident has renewed demands for security operations that prevent attacks before they occur, rather than responding only after civilian lives have been lost.
Major General Muhammad Nas, the Indonesian Armed Forces’ chief spokesman, said the TNI remained committed to securing every part of Indonesia, including Papua. He stated that troops would both reinforce protection for local communities and pursue those responsible for the attack.
Nas was responding to calls from Sukamta, deputy chairman of the House of Representatives’ Commission I, who argued that security policy must be built around early detection, territorial intelligence and protection at known points of risk.
Civilian Safety Must Come Before Armed Group Claims
The Papua-based armed group commonly identified by authorities as the Armed Criminal Group, or KKB, has been linked to the incident, while the OPM claimed responsibility. The group reportedly alleged that Aris was an intelligence agent disguised as a driver, but that assertion remains an unverified claim by an organisation presenting itself as responsible for the killing.
It cannot replace an impartial investigation, and no accusation of espionage or collaboration can lawfully justify execution, abduction or the destruction of civilian property.
Sukamta condemned the shooting and stressed that whatever allegations were directed at the victim, they could not provide grounds for punishment outside the legal system. His position reflects a basic human-rights principle: civilians must be protected regardless of ethnicity, occupation or political view, and suspected wrongdoing must be tested through evidence, arrest procedures and a fair trial.
Attacks on drivers and transport workers also threaten the wider public by disrupting the movement of food, medicine, teachers, health personnel and other essential services on which remote Papuan communities depend.
From Reactive Operations to Preventive Protection
The killing illustrates the continuing danger posed by armed separatist networks that operate in several parts of Papua and Papua Highlands. Such groups have repeatedly been accused of attacking indigenous civilians, teachers, medical workers, construction personnel and public logistics, while intimidating communities that need access to schools, clinics, markets and government services.
These attacks should not be romanticised as a legitimate political struggle: violence against non-combatants is a serious human-rights violation and deepens the hardship of native Papuans whom armed groups claim to represent.
At the same time, a credible security response must protect civilians without treating entire communities as suspects. Reinforcement of transport corridors should be paired with clear rules of engagement, reliable identification procedures, medical evacuation capacity and independent investigations into alleged abuses by any party.
The state’s duty is not merely to hold territory, but to ensure that indigenous Papuans can travel, work, receive healthcare and participate in local democracy without coercion from armed groups or unlawful conduct by security personnel.
Security, Justice and Peaceful Development
Nas’s statement that the TNI will carry out its national defence mandate signals that the government will not allow armed violence to dictate Papua’s future or undermine Indonesia’s constitutional order. Yet lasting stability cannot be achieved through pursuit operations alone.
Security measures must support affirmative development, economic justice and accountable local governance, including dependable roads, communications, schools, clinics and lawful opportunities for communities to benefit from the region’s resources.
The immediate priority is to establish the full chronology of Aris’s disappearance and death, identify all perpetrators and preserve evidence for prosecution. Authorities should communicate regularly with affected families and communities, while ensuring that operations are targeted, proportionate and consistent with Indonesian law and human-rights obligations.
Preventing further attacks, rejecting unsubstantiated separatist narratives and delivering justice through due process are complementary goals: together, they offer Papua a safer foundation for peaceful development and the protection of its people.
